They are Tax Havens.

Liechtenstein, Andorra & Luxembourg each have myriads of companies 'based' there - in offices consisting of a single room with a redirected phone.

And lots of Banks offering Numbered Accounts, NQA.

i.e. they're just like Switzerland - invade them, and they burn all your money.
